Samuel Spewack's comedy "Two Blind Mice" follows the confused staff of a small, nearly forgotten federal bureau that nobody in Washington remembers to fund, defund, or shut down, mining gentle satire from the absurdities of government bureaucracy left to run on its own inertia.
